They get less, but not as bad as some make it sound.
I hear rumors of some places that pay H-1B workers significantly less; but I've never seen it. For one, there's the basic cost of living issue. Yes, they may only be able to earn a small amount in their home country, but they're currently living here and have significantly higher costs for all of their expenses.
That's not to say that H-1B visa holders don't get shafted on wages; but it's not nearly to the point where they earn half as much.
Everywhere that I've worked, pay titles are assigned to wage ranges. For domestic workers, where you fall in that range is based primarilly on your skills, resume, and your negotiating ability. For H-1B workers, they almost always start at the bottom of the range. Generally, the top of the range can be as much as 25% more than the bottom. Granted, some managers may hire someone in with one title, but give them the work of someone at a higher title. I've seen this once or twice, but it's rare. In these cases, they're generally screwing domestic and foreign workers on a pretty equal basis; and in the end their departments suffer from the excessive turnover.
