I'll bet he'd like to scrap the H1-B program. Then MSFT could bring Indian and Chinese programmers into the country in specially designed shipping containers that have computers and an office fitted into the container with network jacks on the outside. Then they could stack them into giant multilevel programmer pens and pay them minimum wage and feed them through specially designed slots in the containers. If data stopped flowing from a container, that means the programmer inside probably died and they could simply bury the container and order a replacement.

I can see where MSFT would like that idea.
