Sounds like you don't know what or how an H1-B visa works. People don't come into the country on those visa's without a job, a company must sponser them and get that visa for them. As for pay differences I have not heard of that, and in MS's case they pay some of the highest wages of any company and only want the best and brightest. Unfortunately the US school system can't produce the best and brightest when compared to the rest of the world.
