That's how it should be ... but it's not...
I had worked in a large insurance company, and they pretty much payed the same to everyone; but the last couple of companies I worked for, the one I work for now, and even some friends who came from outside the company fall into the H-1B trap.
I worked for a tech consulting firm to active pursued people on H-1B visas, so they could pay them less.
My current workplace also actively looks to hire people just coming to the country and on H-1B visas, just because they can pay them less, a couple (I figure) less than 1/2 what I make. Even my fiance does not make what she is worth. ALL the people working there are from Asia, and it's not the fact they can't make more in their own country, but rather they want to live here, and what other company is going to go through the hassle of filling out the forms. Now that we're getting married her company is sweating bullets... "how are we going to keep her now."
I know! Pay her what's she's worth.
