However, by this summer's beta, only the clock settings are likely to reflect the change, said Will Poole, the head of the Windows Client business. The ability to alter things such as power management and firewall settings won't come in until Beta 2, he said. "

They're not locking the system down, they're opening it up! Users should NOT be able to change firewall settings (why even have one?), or power management, or any other system-wide change. By 'clock settings', I hope he means 12 or 24 hour display format, because users should NOT be allowed to alter the date/time of the system clock.

While they're at it, why not let users create and delete users, format volumes, manage services, install system-wide software, delete/overwrite system files, change other user's passwords, read/write/delete other users' files, etc.? That would make the system really easy to use.
