That's because you missed the ulterior motive here
The failing business is not the business of consumers buying CDs. It the business of locking artists into contracts. Which in the days before the internet was an easy thing as the was the only way to gain enterance into the recording industry. Now an artist doesn't need the Recording Label to get know and distribute thier music. This give an artist a very big negotiating chip to use when dealing for that recording contract. Every percentage increase or decrease in restrictions that an artist can negotiate means less dollars in the corporate label's pockets.

People will buy CDs and they will pay for downloads. That's a proven fact. Napster increased sales and Apple I-Tunes is selling music.

The drop in sales is due to a poor economy, less music released, independent artists, radio overkill promotion, and bad RIAA PR.

Also free radio songs often are the only good songs on CD. So since that free for the taking and it's there with full consent of the artist why not sample that fruits of other labour? They obviously want you to.
