Though a dual boot machine may or may not be more expensive. I'm not sure if the Linux install would be free to the Brazilian government's program, or if paying a Linux company would increase the total cost.

A Linux install is free, if the government wants it to be. What would definitely add to the cost of the machine is a CD-ROM drive. Are you certain these machines will include one?

If not, then the XP Starter Edition would be a total waste as even those willing wouldn't be able to install pirated Office.

Even if you could install it over a network, rather than on the CD-ROM, XP Starter Ed. doesn't have the ability to get on a LAN.

But with an install floppy, those who make the wrong choice can correct it by overwriting XP with Linux over a LAN.

If the computers are made even cheaper by omitting the floppy drive, then those who made the wrong choice are stuck with what they have. Then they can criticize the government, just like you.
