It is to increase ICT skills
Brazils goal is to increase the ICT skills of its people,
through greater access to computing resources. It hopes
this will lead to a sustainable domestic ICT market,
improved employment opportunities for its people, and
higher standard of living.

Now does windows Starter Edition or a Linux distribution
help achieve these goals? Given the access to a huge
repository of free open source software (dev tools, middle
ware, office apps, etc), the ability of the OS to scale from
embedded processors to supercomputers (and everything
in between), low processor requirements, access to
complete source for review and experimentation (and the
ability of modify for Brazilian Portuguese, or many of the
other languages spoken in the country, including very small
native language communities), freedom to distribute copies
to friends (no piracy), and all costing zero dollars.

Why would windows get a look in?
