Try this one David.

SPAM is advertising in which the costs of distribution are paid primarily by the carrier and the recipient and not the advertiser or his distributor.

Note that it is NOT necessary to specify electronic, or email, or internet mail. Postal junk mail would qualify if the post office did not charge for it.
