The article's title is:

OpenOffice makes government inroads

and it mentions two governments.

In Austin, Texas, one of the two governments named, only 300 of 5,200 desktops are being switched, and the city does intend to keep Office, even if not on as many desktops as at present.

And the paragraph before last reads:

Although there has been speculation that cheaper Office alternatives such as StarOffice and OpenOffice would eat into Microsoft's overwhelming share of the desktop software market, analysts said that has yet to happen.

So, how about the more accurate headlines:
OpenOffice fails to impress
or
Microsoft Office retains, expands market

The final paragraph of the story says that sales next year are expected to increase by better than 8%, crossing the $10 billion mark.

Whatever the merits of OpenOffice, supporters are being exploited for commercial gain by the way ZDNet treats the story.
