Your arguement fails a bit here. So it is hard to find a laptop without windows pre-installed. Is this something MS is causing or is it because the OEM does not enough demand for something else to make it worth their while to load something else. If enough people demanded that they be able to buy a laptop without windows and with another OS or no OS then counpanies will start selling them.

As for trying to get a refund if you don't use windows. The last time this was hashed out, it turned out that MS sells a license to the OEM allowing them to put a copy of the software on the computer (no matter which type). If the buyer decides they don't want that software, then they are suppose to go back to the OEM, say here is the software, unopened and removed from the computer and the OEM is suppose to give the refund. Now of course, they don't want to do this as it messes up their accounting (and profit) so they blame MS. MS says the license for that has been sold to the OEM so it belongs to them and MS doesn't want it back (they don't want to pay either) and it ends up with the OEM saying see MS and MS saying see the OEM and the consumer getting nowhere.

But bottom line, get enough people to request laptops without windows and the OEMs will start producing them. Otherwise they will not or will make it a special order costing more.
