Exchange 2003 was the "must-have" server app
When Exchange 2003 came out, everyone was clamoring that you need to move away from 5.5 and 2000, because 2003 was the future.

There was good reason for mych of that hype, as I just moved to 2003 from 5.5 and have dramatically increased our Exchange system's reliability and functionality. Plus, 5.5 is no longer supported, and anyone running it would do well to get away from it and onto 2003 (or migrate to a different vendor's product if that is your desire).

If, therefore, everyone on older versions of Exchange jump onto 2003 by the time the new version comes out, why should we again switch to another new version (investing thousands of dollars in new hardware, licensing, training, and migration time)? As with Longhorn, MS needs to make a very compelling case if it wants to sell this new version. Otherwise they'll see a lot of customers holding out until the release of version 13 (or, following the new number scheme, version 18).
