MIIS actually IS an IDM product, albeit for homogenous systems. Built-in AD tools dont offer full delegation of management, workflows, etc.
Besides, rarely is it actually possible to go completely 100% AD, you will usually have some legacy systems, or products that do not integrate with AD (or lazy in-house developers...)
