The issue is
that they are still on the honor system. There are no real penalties for bootlegging (for the end user especially) so why pay more for a product that does less just to be "legitimate"?

Plus I'm not entirely convinced they KNOW their copies of Windows are bootlegs. But even if they do, you have to deal with the fact that their culture has promoted that this is okay for years.
