The problem isn't learning
It's the millions of lines of legacy code and converting them that's the problem. Most businesses aren't willing to invest in the necessary rewrite to move to VB.NET. Why? Because there is no compelling reason to do so. The last big change like this, going from QuickBASIC/PDS to VB1-to-3, also meant going from DOS to Windows. .NET has nothing to offer except an extra expense.

Given this situation, it is very difficult to convince the 'powers-that-be' to move away from what's working in their IT departments. Unless one is working for a company that wants to be seen as technically hip or has a business justified reason to do a full redesign, new development gets restricted to VB6. Most VB developers would like to be developing in .NET or some other language. Most have learned it and other languages on their own although their day-to-day work is still in VB6.

The thing is that Microsoft failed to make a business case for moving to .NET beyond "buy more Microsoft products". They've been told for a while that this isn't a viable strategy. Their response has been to attempt to sweep it under the rug. This is biting them now and will bite them even worse in the future as redesign projects are evaluated with their attitude in mind.
