Really a smart move. They need to make Windows more modular.
The monster is getting so big that they must focus on the core of the kernel, and make everything else modules that are developed separately. Really this is the way Linux is right hnow, and also was the goal of NT. But, on the other side, they have to deliver everything together with dependencies to have maximum lock-in. It will be interesting to watch them flail around.

And, those people wondering why Microsoft will not support Win95 and Win98? They need customers to move up to other operating systems that have better lock-in features. They also need you to upgrade before Linux gets any better, and Windows changes any more. Otherwise, it might be just as easy to go from Win98/Office97 to Linux/OpenOffice as to go to the latest and greatest Windows / MSOffice. Microsoft has very little room to maneuver here.
