Go back and re-read the Gartner release...
If you read it carefully, Gartner says "Outsourced customer service operations can cost almost a third more than those retained in-house, according to a new study by Gartner."

Gartner did not say organizations can't save money through outsourcing, their findings were related specifically to "customer service operations" (e.g. Dell's help desk).

I have seen a number of situations where organizations saved money through outsourcing - some in IT, others in other business functions such as payroll processing. It is an illogical leap to conclude that because the referenced outsourcing doesn't save money, that no other form can save money.

Keep in mind Gartner has far more contracts with individual organizations than it does with outsourcers and, presumably, makes far more money from those same organizations. As a result, they're probably a lot more "beholding" to those companies than it is to the outsourcing business. Form your own conclusions.
