You need a 64 Bit Processor to run a 64 Bit OS and a 64 Bit OS to run a 64 Bit Application

So, in order to run a 64 Bit OS on an emulation environment, you would need to emulate a 64 Bit environment. You can't really do that if you are a 32 Bit application.

Now I could be very very wrong about this for the simple fact that people generally test code out on emulators for higher level processors than what they currently use. This very well may be the case with Hypervisor, but there would be serveral performance limitations.
