Canadain Politics is quite differnt that US
In Canada the people will and have punished political parties.

Think of it this way. Imagine the Republicans doing some bad things and then getting destroyed.

That's what happened in Canada. You had the Progressive Conservatives in power during the late 80s and the begining of the 90s. They gave us higher tax in the for of GST. This angered the west so much that the PC party has be utterly destroyed and no longer exists today. A new part called the reform party grew and challeged the PC party taking over as the Canadain Alliance party finally this split the votes of the RIGHT and allowed the Liberals to reign supreme for 10 years. Now this year the CA party has swallowed the PC party forming the Conservatives.

Politicians tread lightly on issues that can cause problems like this. Mind you the opposition party loves it as they get handed power so it has draw back.

I wouldn't doubt you will see a change agains as the Liberals get bashed next election over things like Kyoto and same sex marriages. With all that they don't have time or even the interest to look into copyright laws. Paul Martin, Canada's new Prime Minister has his work cut out for him.
