How about preloaded CDRWs?
If you want to make a point, how about preloading your CDRWs with free promotional tracks from non RIAA acts before you sell them?

There's plenty of independant musicians trying to promote themselves on the Internet who can't get signed because they're not cute enough, I'm sure they would love the free advertising.

You could prewrite your CDRW with a selection of promotional tracks and then challenge the Copyright Board on the basis that its mandate only covered "BLANK" media and hence they can't apply the levy.

Might be worth putting the Copyright board in a position where they have to justify their decisions. I'm not sure this one stands up, since I think it favours the CD makers over their Internet record company counterparts.
