the article states,
"Many application projects are deemed failures because they come in over budget or do not match up to the business's intent."
it think that's a matter of poor project management.
to me it sounds like all it will do is to put the it work onto the business person rather than use it staff. that business person may find themselve spending more time "tweaking" thier apps rather than managing their core responsibility.
in the end, it may fall back to it anyway to manage this software.
