Without too much searhing you can find reports of ISP after ISP raising their monthly rates, and in every single report you'll find they are using the increases in part to buy additional equipment to handle the 700%+ increase in Spam over the last few years.
Next consider the time and expense imposed on ISPs to deal with Joe Jobs. And the millions of bounced emails from a Spam run that was blocked from its destination.
Consider the lost time imposed on people having to sort through their Spam to get to their real email.
