Who's using Dial Up now a days anyways
The only people I know using dial up are my parents who live out in the country on farm. They are moving to Satalite soon due to limited connection speeds of 28.8 on a good while averaging 17.6 most times.

Where I live if you have dial up you are treated like second class customer. Here you can get DSL for $16.99 for the first 6 months with no fee setup and connection if you switch from dial up. While at the same time you get 100 hours of dial up for $27.99 a month.
