Not IE authorizing installs of garbage.
In most cases, it's the same user who complains about the effect of what s/he has permitted. Sounding disapproving is rude, so just let the cleaning software obtain authorization from the user to remove the garbage authorized by the user. Most programs will tell him the undesireable things the added software does.

I wish the anti-spyware software included turning off start-with-windows for programs with real functions that insist on taking control and phoning home. I have to install StartUp Inspector for Windows and work through the list. Going through the Options for each installed program would take too long.
Helps friends, but I feel like I'm working on a leaky sink during a social occasion.
