The right tool.
Access is probably taking away market form Oracle and DB 2. Buyers have to choose from what's available, and if Oracle and DB 2 were all there were, one would be bought.

I've seen a situation in which DB 2 was being advocated for an absurdly inappropriate use. The advocate liked IBM...

Anyway, without a prominent alternative, buying too much software is a temptation for decision-makers.
