Why php for small projects?
Well to start with, it doesn't have a client-side runtime, every
processing call has to be sent back to the server. You can use
JavaScript along side php to do quite a bit of client side
computing, but then you're wrangling with two languages. Java,
although much more complex to work with, has it's own client
side runtime and can make much smoother, more capable UIs
and apps.
