I'll be honestly surprised if this makes it to implementation. Although I suspect that the percentage of people who reinstall the OEM XP on their Dell's is quite small (hobbyists build their own and corporations have volume licensing), this will still cause a headache for many people, especially small businesses. If this does happen, Apple should jump on it:
