It won't eliminate piracy though. But the concept here is sound. There are honest people in the world and lot of them that will use P2P legally given a chance to do so.

Will it stop the freeloaders? No, I can't see that happening. Regular full sized MP3 files will still be traded and nothing will stop that.

That's something that the RIAA has to get through it's head. There will always be those who won't pay and will get the goods anyways. There really is no loss because it's not like those people would buy it if they couldn't download it.
