Yah it sounds like that if you skim the article.
You also passed the word "potentual" wich seems to imply that a payment system is an optional feature of the person who made the little file.

Looks like the file itself wont contain the data, but be more like a link to where you can get the desired format, and then a program sorts out the rest of the stuffs.

But yah, it sounds cheep that they'd pretty much make it so people sharing the ones that you have to pay for would be selling them with no profit back to them.

I don't think ones that cost money will do so hot over p2p networks.
