You must not have much experience with computers, or you would realize ther were many taskbar/docks/menubars/program launchers prior to win95. In fact there were many for windows copying what was available for other more professional OSes. Even as far back as windows2.0. The two that I recall liking the best was Powerbar & AppBar. (which made win3.1 or 3.11look like 95 or NeXT but several years before 95.)

MS did a fair impelmentation(almost) but it was just a copy of other things out there. Like finder/multifinder on the Mac, Appdock on Next,
Workplace shell on OS/2, CDE on Xwindows, not to forget Sun NeWS, Amiga Workbench, GEM, GEOS, Galaxy, etc etc. I am pretty sure that most of these are prior to 1990 too (before win3.0).

Today my favorite is KDE, much more customizable than anything else, Runs on multiple OSes and platforms.

These boards are terrible. It is so unprofessional to use unfinished implementations.
