A month late?
Hey! I see it too, and I don't think I installed it before - but the accompanying article is dated 11/10/2003, and < http://www.kbalertz.com/technology.aspx?tec=291&pNo=17 > (or page 18 or 19 or so on) picked it up on 11/13/2003, so they say.

So maybe Uncle Bill loaded this fix into the Windows Update system with an embargo date set to 12/10/2003, when it should have been 11/10/2003 - and so we only see it now?

In which case, let's hope there aren't a ton of fixes that were placed in WU with date 2004 in place of 2003!
