It only makes sense
The 'patches' MS puts out are well known not to be not very
useful. For instance, IE has been patched on a continuous
basis BUT it is STILL an incorregible monsterpiece.

So what's the point to release piles of 'patches' which have
to be redone anyway...

That's MS. no surprises here ...
