infrastructure that is needed in the kernel should include data-link layer, network layer (IP), transport layer (TCP and UDP) and SOCKETS to talk to them.

Everything else is 'application logic' If MS wants to hide proprietary protocols within the 'OS' kernel that is their business. The service oriented architectures are collections of buzzwords that supposedly enable (someone's) distributed objects over the http protocol. CORBA tried this before, DCE, etc.

Since MS is expecting that web services will be the 'dominant' distributed app model, it is rushing to built ALL the proprietary plumbing so that it has tight control on the communication among 'objects' that happen to cross their kernel.

I suspect that is why IE is sceduled for an update. The upper layer is page rendering and layer to talk to their 'indigo' that will implement the actual IPC in the kernel.

It's like a company building specialized network to suply WATER. Your water arrives later than mine and it has a few living creatures inside....
