Basically
The idea is to have a set of "standard" functions that the server can assume that the desktop client will provide. Thus, if your accounting application is hosted on a Longhorn server, it can send an XML blob to your desktop machine to create a dialog box for entering a transaction.

Think of it as ActiveX coded over XML.

Likewise, the desktop client can make all sorts of assumptions about the server's internal plumbing as well. The result is that the server and the desktop become very tightly coupled (in the software engineering sense.)
