Breach of Ethics

If that's how they did it, it's a breach of ethics. They should have only informed the FBI and allowed them ample time to fix the problem (a few days to a week) before notifying the press.

It's just like someone finding a flaw in an OS or widely-used piece of software. They should notify the party responsible for the software first and give them ample time to patch and/or notify customers before going directly to the press. Otherwise, they're sending an invitation to hackers:

"Hey, check it out! The Social Security database is wide open! Get 'em while they're hot!"

An exaggeration of the issue in the article, but not outside the realm of possibility.
