Why would a developer have Firewall Access
That is HUGE security breach to allow developers to have control over the firewall.

Security should be administered by security personel only. If Network Admin or Systems Developement need ports open they provide the security administrator with a very good reason.

If you give the power to an admin or developer where opening the firewall makes thier job easier they will take easier over security.
