I agree..
Abuses like those of Compuserve or Rambus should be stopped.. but that can be resolved by requiring disclosure of patents, and the intent to collect royalties on those patents for any technology that may be implemented in the standard.

But what I don't think is that patent holders should be required to give away all of their hard work for free in order for their technology to be included in a standard. Companies with innovative technology will simply create their own de-facto standard.. which eliminates the point of having standards in the first place.
