How, exactly, can they shut open source out? They can shut out products released under certain open source licenses (namely the GPL).. but that's more the case of the developers intentionally shutting themselves out of the standard.

If Adobe/Microsoft said "we won't pay any royalties to use standards".. would they be "shut out" if OASIS/IETF/etc. created a royalty "encumbered" standard?
