Paper ballot, not paper trail
Paper cannot serve as an adequate backup to an inherently insecure electronic voting process. The paper must BE the vote. Then the electronic system can run security checks, such as comparing the count of voters against the count of votes, or checksumming polling place results before transmission. The electronic system then adds security to a process that works adequately by itself.
