Actually, it refers to someone using comparisons to Nazis or Hitler as an insult. In this case, someone was just making a humorous reference to Mel Brooks' movie (and later Broadway musical) "The Producers".

For those of you who have somehow missed both, the story concerns a failed Broadway producer who figures out how to make millions by putting on a show that's so bad it will close after one night. After an exhaustive search, he finally finds the worst musical ever written: "Springtime for Hitler". Hence the reference.
