Yes, the classic chicken and the egg problem.
But, as corporations move to web services and the masses need a browser, email, and office suite, you can switch the masses to Linux / OpenOffice. Keep the usrers using some special applications on Windows for the time being. When you have 800,000 desktops, you might have a few hunded that need to remain on Windows because of the application issue. And, as corporations start switching the masses to Linux, you will see software venders falling all over themselves to be the first with a Linux version. We will solve the chicken and egg problem.
