Big difference between hard ball and failing to honor contracts.
The plain fact is China's government (via the corporations they financed and set up) fails to keep thier side of the agreement(s). That is a lot different than hammering out a tough agreement. Heck, if I never have any intention of keeping my part of the deal, you can have any terms you like...
