You must have Windows to read the spec
Microsoft's specification is issued as a .msi file. Their download page states:

"Supported Operating Systems: Windows 2000 Service Pack 3, Windows Server 2003, Windows XP"

Their commitment to interoperability is so stong that you must have Windows to even read their specs for interoperability.

Furhtermore, to open and read the .msi file you must have Office 2003 (AKA Office XP) or later.

Why didn't they issue the spec sin PDF or HTML? Laughable really.
