Falling short.
I think what the article is saying, is that MS has been trumpeting their Office file format as an "open format" because you can save in XML. However, the degree of openness of that proprietary brand of XML falls far short of what most consider an "open" format. For example, and as noted in the article, users should be able to open and read the XML formatted files, but that's about all they'll be able to do with them.

This becomes an issue for places like Massachusetts, where there is an official policy favoring open standards.
