Giving competing products true access to interoperate with your product means you end up competing on four main points 1) price, 2) reliablity, 3) ease of use/maintenence and 4) support.

While one may reasonably argue that Microsoft could succeed in the future by focusing on this items, only #3 has been a strong suite for them in the past. Further, they still make the bulk of their money via software, not support, sells.

As long as that's their business model, the idea of truly supporting interoperability, except when they must do so to get a foot in the door, runs contrary to their interests.

We already have one such example of this in front of us. Once their browser successfully marginalized Netscape, they ceased trying to improve the serious lacks it has in implementing W3C HTML/CSS recommendations, and the HTTP 1.1 protocol as defined by the IETF.
