Of course the IRS taxes barter.
Shade Tree was right. The value of the bartered items is counted as income.

Here's an interesting discussion about whether exchanges of IP should be considered barter and taxed:

Be difficult to set the values, but wouldn't it be grand if everyone who is protected by IBM's offer of free use of their patents is required to count the value of those patents as income? After all, IBM expects to benefit from the free software using those patents.
So, IBM would have to count as income and pay taxes on every bit of free software they use.

Now that is justice. happy
