manager are part of the problem
It's hard to enforce email policies when it's your managers that are breaking the rules. They lead by example.

It's articles like this that show dollar figures on storage that really hit right button on these managers.

It's not that managers are stupid they just don't realize that storing email costs money. They view it as just few email but when you multiply that by all the user accounts in the enterprise that price is very high.
