What the heck are you talking about?
This article isn't even remotely about MS. It is about an open-source project to include debugging code in Linux apps to all the users of those apps to contribute to eradicating any bugs. Makes perfect sense, especially in the open-source movement.
Mentioning Dr. Watson (which has been around since Windows 1.0) as a comparison does not make this article to be about MS claiming anything.
