170 million! So who gets the blame?
So they're going to scrap the project after 170 MILLIION dollars was spent. Scrap- as in "toss out", "start over", "totally inadequate".

So I hate to blame people, but someone needs to get the axe over this. Is it the Software Vendor? Is it the project manager?
All I know is that if this was a private company, not spending tax money, I would be hearing about who(plural) got fired, or that the Software company was being sued or something.
