Borland is impartial - but building very good tools for .NET
Borland is supporting both Java and Windows/.NET but their Windows/.NET tools are better. They're smart in that they're not taking an all or nothing approach. They recognize that there are good qualities in both platforms and that developers like choice of platforms and programming languages.
